The European Union is continuing to examine the role of PVC within its transition to a circular economy, with a recent analysis highlighting both the material's importance to modern construction and the policy challenges associated with its long-term management.

The European construction sector consumes around 10 million tonnes of plastics annually, with PVC accounting for the largest share due to its versatility, durability and suitability for applications including pipes, window profiles, flooring and insulation. However, its widespread use also makes PVC one of the largest contributors to plastic waste from the built environment, prompting ongoing debate about recycling, additives and end-of-life management.

The European Commission's report, The Use of PVC in the Context of a Non-Toxic Environment, explores a range of policy options—from maintaining current market settings through to a complete phase-out of PVC under the EU's REACH chemicals regulation. The report acknowledges that any broad restrictions could have significant economic and social consequences, including disruption to manufacturing, product availability and employment across the PVC value chain where technically and economically viable alternatives are not available.

Rather than advocating a single pathway, the report emphasises the importance of improving PVC circularity through higher recycling rates, safer additive technologies, ecodesign and innovation. These priorities align closely with broader European initiatives under the Green Deal, Circular Economy Action Plan and Chemicals Strategy for Sustainability.

Supporting these objectives, Spanish research organisation AIMPLAS is undertaking projects to validate multiple recycling cycles for PVC, maximise recycled content, develop alternative additive systems and improve product design for recyclability.

For the Australian PVC industry, the European experience reinforces the importance of proactive product stewardship, investment in recycling infrastructure and continued innovation. Programs such as VCA's PVC Stewardship Program, Best Environmental Practice (BEP) Guidelines demonstrate that industry-led action can help deliver circular economy outcomes while maintaining the performance and durability that make PVC an essential construction material.
